Engineer Spectrum Allocation

Job Responsibilities

- Coordinating with all government agencies to evaluate their requests and prepare responses.
- Coordinating with relevant ministries and authorities such as the General Civil Aviation Authority, the Transportation Authority, and the private sector for procedures related to frequency spectrum permits.
- Assisting the Spectrum Services Manager in preparing reports, achieving key performance indicators, extracting required data, with the aim of proactive planning to accomplish services for major users such as operators and oil companies, and ensuring the confidentiality of information related to these services.
- Effective communication with spectrum service engineers to guide and facilitate operations.
- Ensuring the efficient operation of frequency spectrum licenses.
- Possessing good knowledge of the national frequency plan, band plans, and channel plans, and applying this knowledge in the frequency licensing process, conducting radio planning and technical analysis to enhance spectrum efficiency.
- Possessing good knowledge of the automated spectrum management program and ensuring its continuous improvement.
- Conducting radio planning and technical analysis to enhance frequency spectrum efficiency.
- Proposing improvements to procedures and workflows for frequency spectrum licensing and striving to implement them after approval from senior management.
- Receiving application forms, checking their completeness, verifying their accuracy and attachments, then processing the request for issuing a frequency spectrum license using the spectrum management system.
- Preparing administrative reports on completed requests and issued frequency spectrum permits.
- Handling customer complaints and inquiries regarding frequency spectrum licensing and taking corrective actions where necessary.
- Taking a proactive role in planning for permit renewals, coordinating with revenue accountants and billing to settle unpaid invoices, and coordinating with the spectrum monitoring team for interference complaints and verifying the validity of permits.
- Coordinating activities related to billing, updating the database, etc.
- Managing the MARS database and the UAE 406 registry, and coordinating with relevant ministries and authorities such as the General Civil Aviation Authority, the Maritime Administration, and the National Search and Rescue Center for procedures related to frequency spectrum permits for small boats, ships, and aircraft.
- Notifying and coordinating with the International Telecommunication Union regarding call signs and MMSI.
- Handling all issues related to the Emirates Amateur Radio Society.
